I think you just answer this question yourself! that's exactly what you have to say.... hey sister, I know you have a lot in your mind but, I need the money from the last times I babysit for you. If you think you cant do it in person, maybe leaving a note would be easier for you. You can say more and show more your concern and love to her.
The fact that you are family doesnt mean you are not working, if you agreed on a payment then she has to pay you.
What about if she hires somebody else? she would have to pay right? so, maybe she is taking advantage that you are family and that you love her babies anyway...
Good luck, and yes, we all need money and I know its hard to think that way but, business is business, you did your job and you want to get paid like everybody else. This doesnt mean your love for them is less.

When you babysit for someone, they should be able to pay you when services are rendered, if your sis-in-law forgets to pay you on time, remind her that when you babysit for her kids you, would like to be paid on time, or no more babysitting, and mean it. I know how it feels my Daughter when she was younger, always Babysat for the people of our neighborhood and two, Ladies always forgot to pay her and it could take weeks and they still would not pay her, until I would casually mentioned to them that my Daughter was still waiting for her Money, from then on my daughter got wiser and she would ask for her Money when the lady would get home, from work.

Sometimes the best way is just be direct. I mean just like with any other job, when payday comes you want your money. She shouldn't take advantage just because you are family. Just let her know on payday that you had plans or something that you want to buy and you need the money. If she gets mad then oh well, she can find another baby sitter.

Be honest with her and tell her how you feel about her forgetting to pay you. Talk about the possibility of setting up a day when she can pay you normally that way it becomes a routine.

She really should pay you on time. I'm sure you have expenses just like her. Maybe just explain that you would like to be paid...? Upon receipt of services, by the end of next week. But set a date/day, etc. Understand?

next time she asked you to babysit say something like "great i can really use the cash because i have a bill to pay. are you going to pay me that night. i need to know because i have to call these people and let them know when i'll be sending them the money?"
