I live in Dubai and so can answer your question.
You can go as singles, al though its better you go coupled up. Believe it or not Dubai clubs are immensely popular and their super strict. You could go as singles but it would be much easier if you had a girl whose a friend...or something more because they are obsessed about getting the right crowd at a club and not having a large number of singles.
Yes, you can bring women back to your hotel...was that a question? No one will say anything. Although a little kiss in public is okay, but no snogging or touching--people have been arrested and fined. I was kissing my bf in a club and we got told to stop four-five times. As long as you keep it private, they have got nothing to say.

Yes, you can go around as single. But sometimes clubs have a 'couples only' entrance policy.

Bringing a woman to your hotel is happening all the time. Some laws are not enforced actively.

The main rule: do not hassle anybody and be decent in public.
