Even fixed dogs will still try to mount - and the problem isn't always specific to males. It can be a dominance thing, so just keep a spray bottle and squirt him each time he tries it. And get the female fixed as soon as she can be.

This is partially a dominance thing. What will make it more likely, is if he was neutered later in life rather than when he was very young and less developed as a male.
I wouldn't be too concerned over it, unless he does it ALL the time.
I had a male cat once who was "neutered" at the vets albeit a little later in life.
He then went on to father 5 lovely kittens. A quick check up at the vets revealed he hadn't been "entirely" neutered!

Neutering takes away most if not all of a male's drive, but some can remain in small or large dogs. I suggest you get your female Pom spayed asap. That makes no sense to have a neutered male but not a spayed female. Furthermore, your male might just have some behavioral issues that he is taking out in a sexual act on the female. You may want to hire a professional dog behavioralist to do an evaluation. Not just any dog trainer can target train this behavior out of him. Those are my two cents.

It's not that he wants to mate with her, it's a domination thing. My Labrador does it to other dogs, male or female. He's 7 years old and been neutered since he was 6 months old.
My brother has two Golden Retrievers, mother and daughter, the mother does it to her daughter all the time.

A vet. once to me that the only way a male dog would not do that is if he was neutered before he learned to do the act.

the humping is also the dog asserting dominance.... i have 5 dogs, 3 female and 2 males and one male does this to the other dogs from time to time, and 2 of the females do it to the dogs who are less dominant than them. I thought they were confused at first...lol but the vet said its just an assertion of dominance...if you dont want pone to be overly dominant, just make sure you stop it and tell him "no" or however you let your dogs know when they are doing something they arent allowed to do.

It's not uncommon for neutered dogs to mate & even tie with a b1tch. Only difference is, he won't produce puppies. It's a nuisance but you're best keeping them apart when she's actually ready for mating.
