This depends on what sort of car.
A convertible in the winter will be cheaper than the summer.
Usually towards the end of the month people get paid, so there will be a lot of competition for a vehicle and salesmen know this so stick to their prices.
Mid month when everything is slow, is the best time.
March or October are the best months from experience of working at a car dealership, as these are the slowest times...

at the end of the year -- December 30th or 31st -- about an hour before closing time -- especially if the weather is bad. No one shops for cars when the weather is bad. And most shop for cars during the middle of the day. The dealership has to pay taxes on the inventory left over on Jan. 1. So they are motivated to reduce the inventory as much as possible. The only draw back is you need to buy from that dealer's stock & drive off with it that night -- not have a car brought in from another dealership. This takes a little work & will power, but you'll get the BEST DEAL, guaranteed!

There is no such thing, as the best time to buy. It's all based on supply and demand. The mfg will raise rebates, or offer dealer cash when there inventory is large, and pull it when inventory is small. And that has nothing to do with the time of year.
The other side of the coin is: When will the dealers discount more? That will in fact happen during model year changes, or the end of the month. But remember, dealer discounts are small potatoes compared to mfg sponsored programs.
Example: You could get a BMW x3 for less in April 2006, than you could in November the same year during the model year change. It was all about the program from BMW.

Anytime a particular car isn't selling well. You will be hard pressed to find a good deal on a car in high demand. Keep looking in the paper/internet for an advertised price. The dealer has to sell you the car at that price. Also, make sure you check with your credit union to see what their rate is on financing. If the dealer can beat that rate, then great. At least you know you are getting a good deal on financing.

when you have the money for a good down payment leaving you a decent monthly one.
on sale or clearance, ask for last yeasr models new with no millage those are cheap and good.
never buy on your first vicit or the first offer.
let them know you are going to think about it and give them your phone and tell them to call only if they can provide a better deal.

When the NEW MODEL YEAR is being introduced. Typically this starts happening near Sept or Oct.
