No, you don't have to be 21 for the kit (though the seller may disagree).
You are right, there's nothing in there that you can't get on your own...there's no alcohol in it. However, by law, you just can't use it once you've purchased it because of the alcohol that it makes.

Only in the States and the 2 or 3 other countries with such a high drinking age.

I don't know.... you might be able too...
but making beer STINKS my grandfather tried it and it smells terrible and then the beer was equally as horrible.
If you really want to make beer to try it- ask your mom.
