Gimp is capable of doing everything that Photoshop can do, but for free. See link below for downloading it.

A lot of people will suggest Adobe Photoshop.
Although Macromedia Fireworks can do what Photoshop does, but faster.

If this is a one time use, you can search downloads.com for some shareware image editor.

If it is a simple logo, windows paint will do the job

I do all sorts of graphic designs and I have alot of experience with many programs.
I reccomend using Adobe Photoshop 7.0 or higher versions.
Also, Jasc Paint Shop Pro versions work good too.
