What I want to ask is two things I want to learn a ground based martial art so I decided to pick one of these three what I want to know is which one would you say is a better all round and which one would be better for fitness training.

P.S. when I say better all round I don't mean which one is the best, but which one would you consider the 'jack of all trade' style, I want to learn a ground style but I want one that could at least give a basic upright style.

Judo is the most well rounded of the 3 and probably in the top 3-5 rounded of all styles. It teaches throws, grapling and submissions. Where as JuJitu only teaches grpplin and subbmissions and Hapkido is best compared to Aikido which is esential a stand up version of JuJitsu. IT doesn't teach ground techniques.
Misconception Judo is all throws. Totally not true... It is derived from JuJitsu and teaches all of the same ground techniques JuJitsu does and adds 67 throwing techniques.
It is the most commonly used Martial art in self defence training and in Military and police training. The Canadian RCMP and military as well as our police forces. The Japanese military and police forces and many others around the world all rely on Judo as the main form or at least a large part of their training.
Infact in the 1920s in Tokyo there was a competiton between Judo and JuJitsu competitors. 13 out of 15 Judo fighters won and the 2 JuJitsu fighters that wone did so only by close desision. After the competition the Tokyo police force cancelled JuJitsu as there training technique and started Judo instead.

A good well rounded style would be freestyle Karate.You will learn stand up,ground,grappling and weapons.What a lot of people don't understand is that freestyle Karate is about practical street defence not who can kick the highest or punch a pad the hardest.It's definitely not a sport martial art like TKD or BJJ.The motto of my style is the best of everything in progression.Basically that means we don't care where the technique comes from we improve it and integrate it into our style while still maintaining tradition as do most freestyle Karate's.
The hardest thing is finding a good experienced instructor.I would recommend Bushi Kai or Zen Do Kai, but if your not in Australia or New Zealand you may have some difficulty finding some one who teaches these styles.These styles also usually have separate classes available to everyone in Muay Thai and BJJ/Submission/Shoot wrestling.If you can't find one of these i would suggest Kempo or Enshin or another freestyle Karate.

Well hapkido isnt really ground. Hapkido is basically like Taekwondo except with a lot more joint locking and pressure points. Judo is throwing and doesn't do as much ground submissions as jujitsu. If you want to learn a ground style but want one that coult at least give a basic upright style would be any of em. Judo would make you able to throw the attacker and Hapkido would be able to strike and do locks. Jujitsu will teach you how to succesfully bring your opponent down to the ground and applying a submission.

The truth is, if you want to use these in a fight, I suggest learning Juijitsui. If you are agressive, learning punches and kicks may be useful, but in a fight, i think that jujistu would help you the most.

Some Hap Ki Do schools will also teach Yul Sul which is similar to juijutsu. If you can find one that does I would go with that school if the instructor is good and you like Hap Ki Do. If you are simply looking to learn ground techniques, you may want to stick with the juijutsu but don't over look things like sambo, grappling or even wrestling.

Jujitsu, the authentic type not BJJ would be my choice for all around fighting.

Reasons for this choice.
1 Finding a true hapkido teacher is not easy, most of them are tae kwon do guys, with a little hapkido added to their classes.
2 Judo is more sport oriented.

If you are looking for Ground arts... Hapkido isn't really a ground art per-say. I have been in it for 3 years now, and while we have techniques that would work on the ground, a ju jitsu or Judo would do MUCH better at that aspect. There is no Jack of all trade style other than cross training. Thats why people train multiple arts...

Jujitsu is more of an all around type of art. Judo is more gound fighting and Hapkido you spend more time on your feet.

Judo is still the champion as Helio Gracie found out in 1947 when he fought Kimura,. Helio stated later that he had been choked out numerous times during the fight, but that no one was aware so as to stop it.

Actually, Ninjutsu, or Budo Tae Jutsu might be a good jack of all trades art. It is grappling, and striking, and some ground.

They are ALL excellent for physicial fitness and you just don't get the physcial aspect of it u also get a new perspective on life and self respect. It also does wonders for calming the beast within us. Thats if your truely serious about this wonderful activity.
