I'm 14 also, and I had the same exact problem about a year ago. Trust me, it's much easier then it seems like it is rite now....I guess what you do kinda depends on how long you've been the guy....If it hasn't been any more then a month, you don't wanna give him to much tounge and stuff cuz 1) you dont want him to get the wrong idea about u n 2) u want to keep him begging for more. If you do, he will stick around WAY Longer. Heres some tipz:
If it's has been less then a month: If its been less then a month, i would'nt reommend actually starting the make out...thtz the guys job. If you really want to and hes not making a move, then give him really long pecks on the lips and if he STILL doesn't get it either lick or kinda nibble on his top or bottom lip.....I kno it sounds weird, but i swear it works!!
If it has been more then a month: Start the make out the same way as u would if its only been one month if the guy doesn't make the first move. If you want to play it completley safe, u might just wanna do what the guy does. If he just kinda sits there, move your tounge around in his mouth or on his lips. If you want more, do what he does but do it more forcefully. If you want to risk freaking him out (u probably won't but its possible) swirl tounges w/ him, run ur fingers through his hair, and run your toung along his gums. Thtz wut my guy likes. try not to slobber to much!! I wouldn't recomed ne more then tht........
If none of this works, just think of all of the kissing that you have seen on TV shows and stuff like the notebook and a walk to remeber. Try to do what they did!!
Good luck!!!!!!!!

If you are asking, you aren't ready. Take it slow, just because it's the 'norm' doesn't mean you have to. Hold hands. Share popcorn, drink a coke! Now if you must simply make out, here's what you do. Start with holding hands and when yall finally look at eachother funny...(it will happen) then gently peck him on the lips. Don't be all mooshy and get all frenchy. That will come with time. Enjoy the relationship as it is. With time, when you're ready, you won't need to ask us for advice. It will work itself out. Kisses are like jeans never find the right ones, and when you do it's awesome!!! So just be careful, everyone kisses different. Learn to adapt to oneanother once you do.

I have great advice:
1.) If you want to see a romantic movie:
~Always lean on his shoulder whenever someone kisses a person on screen.
~Cry if it's a sad movie-guys like that
~Put your hand on his shoulder
2.) If you want to see a scary movie:
~Scream when you see a scary part
~Cuddle with your guy if your "scared"
3.) If you want to see a comedy:
~Laugh out loud-LOUDLY!!
~Lightly put your head on his shoulder and if he doesn't flinch-put all of your head weight on his shoulder
~Share a popcorn
RULES IN GENERAL:
~Share a beverage
~Share a popcorn
~Split the tickets evenly
~Let him put his shoulder around you
~Make it funny when you lean on his should before the movie starts. Say, "Well this is a great movie!" Or something like that and lean on his shoulder pretending you're tired.
~Kiss

Yeah, you'll know when the time comes. When you sit down you can grab his hand and that's a good reason to get close to him. After that you're on your own but you shouldn't be far from your goal.

usually the guy makes the moves and the girl follows, however, u could get closer to the guy in the love seen or during a scary seen u could jump or scream to let him put his arms around u or u could lie on his shoulder.

at 14 the most you should be doing is letting the boy put his arm around your shoulders or holding hands.. better yet just go watch the show

i'm not going to say you aren't ready, who am i to judge? romeo and juliet were young, but like someone said earlier, you just need to let it happen. however, if you feel like you have to do this for a guy to like you, well...that shouldn't be how it is at all...don't waste your time. if he really likes you then everything will be fine...no matter what happens.

If you have to ask then you are not ready.
When you are ready it will all come naturally. Take your time there should be no rush to grow up.
