I got an old french provencial dresser, that in great condition, it has an off white finish with gold. I'd like to paint it white do I need to sand all the paint off to the wood, and prime? Can I use that spray paint they have for plastic?

Yes, go over it with fine sandpaper. Use a tack cloth and wipe the furniture down to get rid of the dust. Then run your hands over it for roughness and go over those spots again. Then use the tack cloth again.

You don't have to but you really should. Sanding the wood will make it much smoother. If there is already paint or a finish, the new paint will adhere much better. If you are painting the wood a solid color then I suggest you primer it too. If you don't, the wood will soak up the paint more (causing you to use 3 times as much) and it will adhere longer and be more durable. Good luck!

Yes it opens the structure of wood for draining it as deep as possible for the best grip. And if you have to paint it once again it also gives the next paint a better grip. Never the less its needed for having a better saturated color or a renewal.

Yes.
You have to even if you stain it.
AND sand lightly with high-grit sandpaper in between coats.
If you are going to do something, do it right the first time.
