I know it sounds kinda boring, but I have a son and am 5 months pregnant, so I am both poor and tired at night, thus we spend most nights at home and I have become an expert on "quiet home dates"
If you both enjoy cooking, start by whipping something up in the kitchen, together! Get a recipe of something time consuming and exotic, it will take more time and energy to make it and work together, eating it will just be such a sweet reward.
Playing cards never fails. Or darts. Something that keeps your mind going not just watching TV.
Get all your CDs on the living room floor and one by one you pick songs out of eachothers collections. This always gets the conversation rolling and if you have very different tastes in music (we are complete opposites in this area) it kinda brings you two together, like, "see, I like this song" or "ooo! I didn't know you liked this guy, I had this CD in high school!"
Maybe its corney, but just being comfy and being together counts as a date. Just keep the TV off! Thats my new mantra. If TV werent so damn wonderful these days I would throw it out the window.
PS like i said im pregnant, so i cant do this anymore, but some of the funnest nights we ever had were getting drunk together at home! We were like 12 yr old girls at a sleepover LOL making all kinds of weird concoctions with whatever leftover booze in our cabinets. :( kinda missing booze

I'll tell you what worked for me- last weekend, in honor of Valentine's Day, I set up the apartment to look like a relaxing massage therapist's office. I lit a whole bunch of candles and moved the coffee table away, and I put a big blanket on the floor and dimmed the lights and turned on some Enya music, and when my boyfriend got home, he got a full-body massage in a Zen paradise!! He loved it! And it was really fun for me too because I love doing stuff like that for him. Maybe you guys could take turns giving/receiving massages.

Ohhh renting a movie was a good idea, get a box of your favorite candy and popcorn, maybe invite another couple for extra fun and security it wouldn't cost more than $10 and would be great fun.

A walk on the beach, or park or even a candlelight picnic is romantic and inexpensive. Plan the menu together for the picnic and bring candles and/or a flashlight and portable radio and blanket.... . Have a great time!

give each other relaxing massages, cook dinner together and eat by candlelight, take a walk outside at night (bonus points if you live someplace snowy or with a beach!)

How old are you and why the "no noise"? Not knowing if you are adults or kids, makes a difference in the suggestions I would make.
