My idea is quite simple, only a box(maybe 2m long 1m large and 20 cm or even less high) without the bottom part. You can add a rubber "skirt" around the box, and you put one leaf blower(or 2, it depends on how powerful they are....). this will provide "floating"....then you need a thing that push or pull you in any direction where you want to go...
(the weight of the craft and passengers divided by the box bottom surface will give you an idea of the pressure needed to float.....for example for 100kg on a surface of 1m^2 the pressure needed is 980 Pa, or 0.1422 PSI or 0.0098 Bar). But the airflow needed to have this pressure is not so easy to be determined...
Pressure = K * airflow (and K is not known, and not easy to measure)
if the airflow is bigger, the craft will hover at an higher "altitude" because the pressure must be constant to keep equilibrium, so hovering higher(this helps if you traver on non-flat surfaces) the value of K will get lower.
The centre of mass of all that is on the box must be near to the center of the box surface, however the craft will not be able to float staying in a place, but it will move by itself in the same direction of the mass center is respect the surface centre........
well this is only an idea.....good luck

Depending on what you want the hovercraft to do... how big it needs to be, how much it needs to lift, and budget....

There's a lot of ways to go.

The simplest hovercraft is a sheet of plywood with a "skirt" added. Drill a hole in the middle of the plywood to fit a vattuum cleaner hose and use the exhaust from a wet-dry vac. It will lift appx 30 lbs per sq ft. with a good vac powering it. Then you have a buddy give you a push and it will slide as far as the cord reaches (if you can stay balanced and not drag the wood)

to make a rough model u need a 2ch radio control kit, 2 fans or engine watever u can get, styrofoam and a bin bag or plastic.

basicly u need to create a shape that will suck air in through top and push down from bottom which should create an air pocket.

then u use the other fan to act like a pusher to move the craft.
an upside down boat design works just try making a hole on top..fit the fan then start it, it should move around as if its got no weight.

hello from what i have seen a hover car is buildable and will fly.. for design ideas you will need to search.. i did my own research one day and found tons of layouts..go to youtube and google video and look up all asbout them..
as for supllies..money..you cant have 1,000 dolars to be able to build one..unless you are talking about a tiny styrofoam one. well thast is my advice and if you need me to research for you i will be willing to dig even deeper into it..just e-mail me.

You can look up the Mythbusters website, they built a couple from leaf blowers.
