obesity is not a complete explanation for edema, first we have to make sure what kind of edema is it on your legs.
are your both legs affected or only one? if both are affected then systemic conditions should be thought. like hypertension, hypoproteinemias, lymphatic obstructions in upper levels, kidney problems etc.. but if only in one leg then other mechanical and local causes should be thought like masses, infections, lymphatic problems..
at first sight, blood pressure monitoring and a full blood test will help you..

Yes, can be caused by overweight. Doc said swelling is okay, but edema can get worse. Edema means the liquid in your lymphatic system is not being cleansed quickly enough. Here are some ways to help your lymphatic system:

Drinking more water will help. Cut back on sodas (full of sodium) and salt.

Moderate walking (moderate/slow pace for about 15-30 minutes a day) will help.

Using a back brush and dry brushing your skin before bath/shower will help if done consistently (takes about 5-10 minutes). First brush IN CIRCLES in the direction away from the heart, starting close to the heart. Then brush IN STRAIGHT strokes toward the heart starting at the farthest point from heart. For example, in doing your legs, start at hips/butt and brush in circles downward, then reverse, start at feet and brush in straight strokes up back to hips.

If you can afford it, and it's available in your area, get a lymphatic massage (this is not a regular massage).

Also, deep breathing really helps ease the edema. Use the Breath of Life technique (or 1-4-2, Inhale-Hold-Exhale Technique). This technique was taught by Tony Robbins in his book, Unlimited Power. First INHALE in through the nose as deeply and as long as you can without straining and count (1 and 2 and) while you inhale. Remember that number. Then HOLD for 4 times the INHALE (for example, if you inhaled for a count of 5, then hold for 4 x 5 or 20). Finally, EXHALE by blowing air out of the mouth for 2 times the INHALE . This breathing can be done standing, sitting or lying down, but while not moving around. I do this while watching tv, driving, working at the computer. Do at least 10 breaths at a time (takes 2-5 minutes). Do at least 3 sets of 10 per day. The more you do this the faster the results. I do about 100-150 breaths a day. THIS REALLY HELPS.

Even modest obesity can cause lower limb edema. And frankly, I don't know why ANY doctor would say that is ok...

Whenever possible keep your legs elevated.

Also, drink as much water as you can [yes, drinking water eases edema because the fluid retention is a combination of fluids that are also not good for your body and need to be flushed]

Won't (can't) argue with ANY of the suggestions - they're all good. I'd add that elevation is VERY important - which someone has already suggested. MOST important - get yourself to your Doctor. It could be a symptom of something he needs to look at carefully. Been there, done that - Heart related.

Depends on how much over weight you are. If your'e obese, you'll definately get swelling.
