Saltwater taffy comes in little round packages made of waxed paper and is a soft chewy candy. I've never heard of what you are talking about. Sorry.

I remember saltwater taffy and I just bought some last year by the ocean. Ocean City Maryland is famous for it. Great stuff I used to love it and when I went last year and took my kids for the first time, they loved it too. Amazon sells saltwater taffy too. Try visiting www.amazon.com and search for it.
Good luck

1) Ask you mom, if she is still around.
2) Try orientaltrading.com -- all sorts of unusual candies.
3) Try a party type store (Party City for example).
