That is not a phone feature.

From what you are describing you wish to transfer an exisitng call to another line perhaps forward the call to a cell phone.

In most cases that is transway service and is a feature that must be activated by your phone company at their switch in their central office.

This feature will usually cost 6 to 8 dollars a month.

If you subscribe to AT&T Call Forwarding all you need to do is:

Turn On — To activate Call Forwarding, press 72# on your home phone. Dial the number you want to forward calls to. When the call is answered, Call Forwarding will be activated. If no one answers or the line is busy, press 72# again, redial the number and Call Forwarding will be activated.

Turn Off — To stop forwarding calls, press 73# on your home phone. You'll hear two short tones followed by a dial tone. Call Forwarding is now deactivated.

You only need your telephone. Check the front of the phone book and look under features. I can't remember all the dial codes but you can "call-forward" a call by dialing a code, then you simply hang up and the two parties are connected to each other.
