ok i unhooked the vista hhd & left the # 2 drive hooked up imma install xp on that & hook it back up & try to format will this work cuz it wont let me do it from the xp disk the agrement page where u have to push f8 it wont let me push it

It's likely if you disconnected the first drive, your second drive is not being recognized as a system drive. Verify that the system BIOS is recognizing the drive. You may need to change the jumper settings and force it as a master drive (not slave or cable select).
Otherwise, the drive may already be partitioned. Boot with a system disk, use FDISK and delete any existing partitions on that drive and start over..
If XP sees the drive, it should allow you to format it.

Yes, you can format the other drive from XP.
