Didn't he know that Cain was going to kill him? Didn't he know that everything would happen, didn't he create Adam and Eve knowing that they would eat the fruit and didn't he create people knowing which ones would go to hell. Doesn't that make him a sicko?

I'm an atheist, but even I'm gonna have to stop you here.
This is a retarded question.
Read a few verses later and God flat out says he knew where Cain was ("the ground cries out your brother's blood"). The implication made is that God was hoping Cain would come out and admit it, giving Cain a chance to confess and avoid the penalty of what he had done.
-----------
Cain kills Abel.
God shows up.
God says, "Where's Abel, Cain?"
Cain says, "I dunno. Who am I, my brother's keeper?"
God says, "You know perfectly well where he is, I can hear the very ground calling out his blood!"
Had it gone more like this:
Cain kills Abel
God shows up, "Cain, you just really f***ed up."
Where would there have been an opportunity for confession and forgiveness? If this was the order of things, you'd still be questioning the story because it would have portreyed God as an unmerciful deity who didn't give his creations an opportunity for confession and mercy.
Seriously dude -- let this one drop.

He knew where Cain was and what had happened. He just asked Him that just because. You know how some parents like to ask questions they already know the answer to? well that's what happened.

He knew, he wanted to give Cain the opportunity to tell him himself though.

He knew where Abel was, He wanted Cain to confess his sin. Cain didn't, and look where he ended, a vagabond. It would of been different had he confessed.

He knew, but he continued to allow for Cain to exercise his free agency.

This was asked just a couple of days ago. God knew where He was, but Abel didn't think God knew.
It's like a small child taking a cookie, then the parent sees that it is missing and (knowing that the child took it) asks, "Did you take the cookie?"
My answer reinforces what Realstyle says. I like his answer.
JP's answer is good, too.

He wanted to put Cain in the position where he would lie and thus further incriminate himself.
