Could debt collectors/Creditors be able to chase debts when someone from the uk moves abroad to escape it?

yep, they just pay someone in your new location to collect the debt, and they get a percentage.

If they can find you, they can try to collect. Geez, it seems like it would be cheaper (and easier) to pay the debt than move to a different country.

Sure they can. It just cost them more to find you and collect.
