ok have been in the same situation myself, basically if you have known each other for that amount time it's probably pretty unlikely that anything romantic will happen now.
Sorry to be the voice of doom, but when a guy likes you it's usually pretty damn obvious and they don't let a thing like
friendship stand in the way. If he likes you HE WILL ASK YOU OUT-if he's not asking you out, he's probably not that into you.

IF however you have the feeling (with good reason too) that you both feel the same way about each other maybe (and that he's too shy or whatever) you should go for it, I don't think I would tell him how I felt as you might scare him off-why don't you try flirting a bit and see what happens ?

Umm thats hard. Just call him and ask him to meet you somewhere or take him somewhere to where no one is around and tell him that you have liked him for awhile thats what i did and it worked my best guy friend and we still are dating going on 3 yrs
