In a way, that is a good question. Consider the never-ending stream of doctrinal propaganda individuals are subjected to from infancy, even before they are able to understand much about the word, let alone evaluate it. Add to this the threats of horrible punishment for not accepting, and the paradises to be gained for acceptance. It is indeed a wonder that anyone has the emotional wherewithal to resist the onslaught of a dogma that everyone around you has surrendered their will and intellectual independence to. Yes, it seems almost a miracle.

There's a lot of things you don't know. Unbelievers exist so that haughty, know-it-all "belelievers" have people to sneer at.
Does a Satanist count as a believer?

I'm assuming you mean those who shall never believe.
Like all mankind, they exist for the glory and purpose of God.
Just as God has elected some to salvation for the glory of His mercy, He has rejected others for the glory of His just wrath.

Four Stages of Development

Stage I: Chaotic, antisocial. A stage of undeveloped spirituality. The Stage 1 person is selfish, disordered, and generally incapable of loving others.

Stage II: Formal, institutional. The stage II person, typified by many churchgoers, is usually attached to the forms rather than the essence of her religion, and she may quickly take offense at anyone who attacks these forms. Personal stability and outward appearances are very important to her.

Stage III: Skeptic, individual. The stage III person is often referred to as a “nonbeliever” because he has given up being “conventional”. He thinks independently and is often deeply involved in social causes. An advanced stage III individual is an active truth-seeker.

Stage IV: Mystic, communal. This is the stage of unity. A person arriving at stage 4 sees an underlying connectedness between herself, other creatures, and her surroundings. With little or no outside prodding, and as a confident yet humble, self governing human being, she reaches out to others in recognition of the whole world as part of her community. “Mystics” comprehend the value of emptiness. Rather than being frightened by the enormity of the unknown, they acknowledge it and immerse themselves even deeper into it, that they may understand more.

Primarily because of the lack of evidence for a deity, presuming you mean 'unbelievers' in a deific force.

Otherwise, generally a perceived lack of evidence which may or may not be a real lack of evidence.

Everyone is born an unbeliever. If you left a child to grow up without any exposure to religion, they would not have any belief in god. What does that tell you?
