I don't think it is a personal attack, but people take it that way if it is advantageous for them.
In our times you are not allowed to say God had a hand in the creation of modern man, other wise you are called uneducated, even though you hold a science degree yourself.
You are not allowed to say that you disagree with homosexuality as an acceptable lifestyle. Then you are homophobic, even though you love all people. Do they think that when you give money for AIDS research or the AIDS ministry at church you say, just don't spend any of it on homosexuals?
I don't agree with many other religions, but I am still here to be a good neighbor, a good co-worker, a good citizen, a good student, and a good friend to all manner of diverse people.

It is only a persoanl attack if the issues at hand are personal. So if you don't agree with my right to live as I do as long as I do not hurt anyone, and on top of that call me an idiot or worse - then it is a personal attack. Otherwise NO!!

No, at least, not necessarily.
Having a different opinion on a matter is necessary in order to move forward in any conversation based format. Your opinions and my opinions, should they differ, should have the change to equally be heard, the reasons behind them brought forth, and then debated about.
However, many people find it necessary - for some reason or another - to be down right nasty and degrading while doing that.
Points and counterpoints should be made in as objective and impersonal a manner as possible in order to ensure that a debate does not degrade into monkey-crap fight ... which often tends to happen around here.
Basically, all of us need to distance our emotions from our reasoning when answering questions or engaging in debates on these boards.

No. It's a personal attack on me when you personally attack me, for example:
You Christians are all delusional, you should throw out your bible and buy a real history book,
or You Atheist are all so skeptical you don't even believe that you exist! Get a clue and join a church before its too late,
or You Witches are all worshiping the devil whether you believe in him or not! You may not believe in him but he sure believes in you! *add any long long long group of long bible verses here*

No, it is not a personal attack unless you make it personal. I am tired of people insulting my intelligence and inferring that I am narrow minded just because I hold a different view point. I do not think it is ever appropriate to disrespect each other.
However, I do think people have the right to be passionate about their beliefs.

Everyone has their own opinion and that's as it should be. I hate it when people think that their opinion is more important than anyone elses. But since this question is under religion, it's not me that you may not agree with, it's the Bible. The Bible doesn't give room for opinion.
2 Peter 1:20-21 "Knowing this first, that no prophecy of the scripture is of any private interpretation. For the prophecy came not in old time by the will of man: but holy men of God spake as they were moved by the Holy Ghost."

People say that they interpret the Bible differently, but this scripture plainly states that the Bible is what God is saying to us. It's not for us to decide what He said, it's for us to study to understand what He meant by it. If we Misinterpret what He said, we'll go to Hell for not caring enough to make the effort to find the truth. 2 Tim 2:15 "Study to shew thyself approved unto God, a workman that needeth not to be ashamed, rightly dividing the word of truth."

I wonder what the world would be like if everyone agreed on everything. I suppose peaceful and no need for us on earth.
