If you are fishing Chautauqua Lake in southern NY, all you have to do is follow some guy around. According to the Buffalo News, the same guy fell through the ice 2 days in a row. I'm sure that would be big enough to pull a perch or walleye up.

i use a lownmoer blade and sharpen the end to a sharp edge then i tape the rest off whit duck tape so it wont cut your hands and then i tie a rope around it so when i cut through the hole it will not fall in the lake. this is a cheap way of makeing an ice chipper
they sell one at the fishing store, it is a long pole with a sharpe edge it cost about $30. just try what i told you and it will work fine, i use mines all the time and it get the job done. an ice pick has a point and it will not work, what ever you use it must have a sharp edge some thing flat.

Hot water. Even cold water. Pour a bit and wipe away after a few seconds. Each time you will melt a bit of the ice.

Or build a small fire on the ice and do the same thing.

I have no idea how long this would take. Never done and ice fishing

Well Mr Fighting Irish you drink a high amount of liquid prior to going out and when you have to pee do in where you want your fishing hole to be and the warm pee will melt a hole in the ice, or you can take a pickax and chop one.

Maybe you can chip one out with an ice pick (the long heavy ones guys use to scrape the holes out with). Otherwise see if you know of anyone you can borrow one from... or ask someone on the ice if you can use theirs if you give them $ for gas.

Good luck!

Speaking from experience you can use a Chainsaw, if you have one. I have put my fish hut out before and cut a 2 by 4 foot hole.
But Please remove chain oil and replace with vegetable oil so you don't contaminate the lake.
