An extraterrestrial attack could take a variety of forms, and could be of differing threat levels. I reckon that there are three main possibilities.
1: Orbital (or deep space) Strike.
This is where a ship or weapon(/s) based outside of earth pick a target on earth and fire. This is probably one of the hardest methods to defend against- if the enemy are using some sort of energy weapon/laser etc then aside from shooting down the weapons or ships with our own weapons, there's little you could do to stop it. There could be protocol in place for the firing of missiles or other responses, but i doubt they'll be noticed much if they're there or not. If the enemy use missiles or something similar, then normal missile defence posts could be useful- its also possible that the missiles could be turned away by electronic countermeasures- though its less likely.
2: Ariel Attack
As in something resembling the War of the Worlds or Independance Day- big craft flying around, shooting us to peices. If we assume that the craft do have weaknesses like our own planes, then it's probable that airforces would be able to combat them- though how effective they;d be would depend. Bases would be able to help with anti-aircraft guns and etc. The plans for such a defense would be similar to plans for defence against say a powerful enemy airforce (Battle of Britain style fighting) and as such, they'll probably already be set out and will need little adjustment.
3: Full Scale Invasion
This is where the extraterrestrials get up close and personal with us (whether they would be able to do this, who knows) and we see their 'troops' along with whatever support veichles/craft they bring just dropped down, presumably in big numbers. Unless the enemy just teleport in (or something like that) then the obvious place to defend is by striking at the ships while they come down (missiles, jets, etc) and killing as many as possible. But saying that they land, then its possible we'll be able to defend- we'll know the country much better than they possibly could (different planet = different everything) they might have certain advantages in weaponry or support- but that can be neutralised by guerilla warfare. To start with, cities may be evacuated ahead of the enemy, but after a while, communication would break down (no satellites in skies to talk through?) and we'd be fighting like rebels- a tactic which may or may not work. Plans for this sort of defence are going to be near the same as those for fighting an invading country which has a technological lead on you (ask the Iraq people about this) and will be kept around in most countries outside the US- until the US takes a good look at China, maybe.
So there are plans for emergencies or 'normal' wars that can be applied to defence from extraterrestrial attack.

If aliens attack, all the civilians need to do is make a THREE PLY head cover of aluminum foil with a 4" 'needle' on top and make sure the head cover goes behind their ears so the aliens can't eavesdrop on their thoughts and locate them. The U.S. Military already has the equivalent (for active duty, retirees and their immediate families.)

Yes I think it is highly posible the aircraft cariers have miniguns that are movement oriented meaning if anything moves in its targe area it locks on waits to fire ide imagine the same technoligy can be used just on a bigger scale
