Help on corel paint shop pro XI?

IM TRYING TO GET LIKE THIS CARTOON EFFECT BUT I DONT KNOW HOW TO. I NEED SOME1 TO TELL ME HOW TO DO SOME STUFF SO I KNOW WHAT IM DOING. PLEASE?

It's hard to tell from your description what "cartoon effect" you're trying to achieve! If you mean, animation, I suspect you know about PSP Animator! (As far as my experience goes, it's a simple-minded thingie, a few crude effects you can choose from...but there it is under Insert Image Transition...unless you build each frame by hand then build your own animation.)

If you mean, some sort of cartoon beauty or smoothness, then I've had the most luck (1) going to Effects and trying out the Effects Browser and looking at various items to see if there's any you like and (2) having the patience to work at the pixel level and diddling things till they're just right!
