As has already been stated, try your hand at a used S&W, Colt or Ruger. That's the "Tier 1" makers. Taurus is "Tier 2" and Rossi, Charter and Armscor are "Tier 3"
A used Smith beats a new Rossi any day. Rossi and Charter are "ok", but they will not hold up to a lot of practice and I'm a big proponent of Practice, Practice, Practice.....

I'd look for something used. Taurus in my opinion is the "most bang for your buck" (sorry about the pun). As good as the Smiths (and about 2/3rds the price) and they won't have the awful triggers and seemingly amplified recoil that the Rugers do. If you want one just for shooting don't buy one of those 2" .38's people use to carry around. You gotta be an expert to hit anything with them. The longer the barrel, the easier it will be to shoot it. .357 is a pretty fun chambering. It's got some power but the recoil should be managable. If you don't like it get some 125 grainers or you can even shoot .38's out of it. The definition of versatility. A used Taurus 605 oughta go for under $300 and if you're lucky maybe a 608. Shop around, and the used rack is usually the best place to look first.

Find a good,used S&W model 10/64 .38SPL. These are the best of both worlds. They are more durable than a Colt and have a better trigger than a Ruger. But then again, you could go "south of the border" and buy a Taurus or Rossi. Don't get your heart set on a .357. Even a used .357 can be expensive and if not-it might be a k-frame that has been overshot and is now looser than hell.

That's an easy one!
Both Rossi and Charter arms make good quality yet inexpnsive revolvers in .22, .38, and .357 calibers, and Charter also makes a .44special...all for under 300$.
They are even attractive looking, and avalible in blued or stainless steel.
For slightly more, Taurus offers the above calibers in addition to offering .44magnum chamberings and possibly others as well.
Beyond those, used Smith and Wesson .38 and .357 revolvers in good condition generally can be had for 300$ or less.
The S&W quality standards ensure S&W's even from the WWII era and before are still safe and solid as the day they rolled off the line.
You can't go wrong with any of the above guns.

I've had a Taurus .357 for about 15 years now and have never had a problem out of it...bought it used which saved even more, just buy from somewhere reputable. The .357 magnum has plenty of stopping power, plus you can fire .38 specials with it for general practice to save money. Can't fire .357 magnum out of a .38 special, though. If power isn't an issue, you can get a .22 revolver for pretty darn cheap. Otherwise, I'd go with at least a .38 special, and you can always go up from there.

A Ruger. Good revolvers, fairly low prices compared to S&W and Colt. Don't even think about Glock or H&K.

under 300 i would say your best bet would be taurus or rossi
smith and wesson makes a model for just under 400 if you want to save up a little longer
