Neither. They act on the legal orders of the president on behalf of America, the nation.

Their sworn duty is to "support and defend the Constitution of the United States against all enemies, foreign or domestic,...[and]... bear true faith and allegiance to the same."

The commander in chief is the president, who is elected by the people. HOWEVER, that doesn't mean the president can do whatever he wants -- the constitution was set up so that no one element in the federal government had total power. The congress could impeach a president, for example, or put a stop on funding for a war.
A war (supposedly) should be declared before congress, although this hasn't always been done.

The military has to answer to the Commander in Chief.. that is the President of the United States. We elect our President, believing he will act in the best interest of our country and people.

President can declare war on anybody for 30days so yes i would say Armed Forces commander and chief is president, after 30 days is up then congress can take a vote and veto the war but by then it would probably be over with or we in so deep we cant get out

The president is elected by the electoral college and I'm pretty sure if the military was taking orders from the American people, they would not be involved in the mass killing project called Iraq.

Today's military service is "all voluntary" so WE are the people, and we DO serve on behalf of the Commander in Chief, regardless of his party affiliation.

the military takes orders from the president and congress. the president and congress in turn are suppost to work for the american people, BUT the american people have taken the back seat so long that non of them work for us anymore

The military's Commander and Chief is the President of the United States. If he tells us to attack America itself we have to obey or its Disobeying a direct Order, and your discharged from the Military.

They follow what the president tell them to do. He is the head of the military.
