Research the Internet for companies in those countries that are hiring and send them your resume. I imagine there is a lot competition in the International job market. Many other countries including Ireland place a high value on education. Those countries have been investing in education. If you already have the qualifications, education, and motivation you will be able to compete.

I need more information. What is your education level? Are you European? Are you American? I need to know because there are particular programmes you can use to get the visa. What kind of job are you looking for? London? Dublin? Countryside? WHY DUBAI!? it's a touristy rich place... and otherwise not so great.

Ireland - Contact FAS they are recruiting workers from the US at the moment and will sponsor a Visa if you are suited to any of the postitions available. Positions are in a lot of different catagories of employment.
