If she gets that cold and you can afford it you could get her a wetsuit shirt (I think a full suit may be overkill). It would help her stay warmer than a shirt.

I think a wetsuit would be a good idea. Maybe try to get to the lessons a little early and let her walk around the pool area in just her swimsuit, let her get adjusted to the temp change of pants and sweaters to a swimsuit before she gets in the water, which is heated I'm assuming.

Let her wear a shirt. She can take it off when swimming and put on when she gets cold so what if it gets wet.
