No ,but it would be illegal if you interfere with the calls.Most commercial scanners cannot interfere,but it is possible to get a true police radio in which you can both listen and talk.I wouldnt recommend it though,unless you are in law enforcement.This is also why they talk in codes,so MOST people cannot understand the call anyways.

this is not any longer unlawful to purchase a police scanner, yet in many jurisdictions it relatively is unlawful to have it put in and working on your motor vehicle. Which makes one ask your self the way it relatively is that information crews take place on the scene of an emergency as quickly as (or at times swifter than) police cruisers?

Don't interfere with emergency transmissions. There's a reason citizen band radio is on a different wavelength than police radio -- so that emergency transmissions can go unhindered. You wouldn't want your 911 call not to go through because some loser was screwing with the radio.

i don't know about New Jersey but in Tennessee it's legal.
