I've got the same problem hun. Is it itchy and does it burn? Cuz that's definately razor burn. Try an unscented shaving cream, or use a high quality razor and when you shave move the razor slowly and rinse the blade frequently. If that doesn't work, then try using a bladless razor type thing by nair.

Good luck

it could be ingrown hairs stop shaving your legs and let the hair grow out a little and use a antibiotic on the spots then when you start back shaving use a new razor and try Alveno shaving cream for sensitive skin and shave in the direction that the hair is growing IE shave going down your leg not up it and that should help. one more thing change your razor out once every three weeks or less.

I would really recommend seeing a Dermatologist. It sounds to me like this could be more than sensitive skin. It doesn't sound like anything extremely serious.
There are ways to get rid of those red bumps; you should moisturize ALOT.
Maybe you should try a different razor. The best one I've found that is very gentle on the skin is the Intuition...
