he's just playing games and if he wants to be childless let him and you go out and find someone better. since he said no then hes dumb and is missing out.

If he gave you the lame answer that he didn't like you because you are blond then don't waste your time. A hair color that can be changed with the purchase of a box of dye at the store seems like a very silly reason not to like someone.
Whatever his real reason is for not wanting to go out with you, you deserve to go out with someone that 1) isn't that shallow, or 2) is honest enough to give a decent answer.
I say move on and find someone that is more mature in explaining how they feel. You were mature enough to ask him out. He should have been mature enough to say "I am sorry but I am not interested in going on a date." Yeah it would have still hurt, but those are the chances we take and if anyone is big enough to ask someone out they deserve the respect of a decent answer.

Um, Yeah I don't think he Likes you. If he does, he has treated you badly and you don't need some one like that.
Look he told you NO twice. That is a pretty good indication that he does not like you.
Look at it this way. He knows that you are interested, if he does like you then he will eventually ask you out. But I would be cautious with him because he has not been that nice to you.

If, both of times, as you said he said "no"; better look for someone else because he is simply not interested in you. If it doesn't hurts your ego, ask him third time about why he doesn't likes you?
But these kind of "pushed" relations are hard to maintain. So, good luck.
