The US Army does two things after every incident where an Iraqi civilian is killed or injured by US forces. First is formally apologies in the manner set by local custom (and pay the blood price as set by the same custom). Next we follow our own rules and conduct a formal investigation (called a '15-6 investigation') into the circumstances. If the investigation clears the soldier of wrongdoing then the matter is dropped. If the investigation determines that the soldier committed minor negligence (as in a car accident) then the matter is handled by that soldier's chain of command. If the investigation determines that the soldier was criminally negligent or violates ROE/military law then the matter becomes a full scale criminal investigation.

I'm told $5,000 is the average payment for an accidental death. In the Middle East whenever a person kills another person there's always an opportunity to pay what's called "blood money." Even prisoners condemned to death can get a type of pardon from the victim's family by paying them a negotiated amount of blood money. It's a fact. Look it up.

Can we prove he/she would not be a suicide bomber in the future? Is it possible they could plant a roadside bomb somwhere in Iraq? If we could prove that they would not then it would be a tradgedy. I need to see protests in the street of Iraqi citizens against the bombings. I need to see reports of insurgents being turned in. Major news medias wont do that. It doen't fit their agenda. Anyway I read a report stating that America has spent a million dollars for every Iraqi killed in this ridiculous war. Read the article below, Perhaps that will answer your question.
(It also states that the amount spent on the war on Iraq is enough to give every US citizen $1,600)

I find the fact people ask this question ridiculous, you scream and cry for one death but ignore the thousands of children that a aborted almost daily, the women and children slaughtered in africa, the homeless that die ont the streets, and N. Korea's starving of its own people while they waste the countries money on nuclear weapons. If i were from, lets say mars, and i was looking at earth i wouldn't think that anyone gives a crap about anyone. we are no more civilized than a bunch of insects.
