We haven't really "lost" Baghdad. But we can't exactly control all of it either and the Iraqi services aren't up to the job. That's the fundamental problem. Whenever we turn over the security job to Iraqi security forces, insurgents come in and set up shop. This is partly because the Iraqi forces are not yet competent and partly because they are corrupt.

As soon as the troop surge is over, the insurgents will set up shop again. And we'll have nothing to show for it.

This is one the many GREAT things about our military, they will stay and fight until the mission is complete (unlike many of our spineless politicians). I'm not sure if we are "re-taking" Bagdhad ,because our troops have never lost a major (or minor) battle in our war against radical Islam. It might be 6 steps forward then 2 back, but we will always win if left up to our troops and NOT our politicians.
