Conception is when the seed is planted. Birth is when that seed has grown to the point where it can sustain itself. The Word of God is the seed that is planted in the unbeliever's heart. As that unbeliever continues to learn and have a "hunger" for God, that seed grows, and they are considered "born again" when they sincerely give thier heart to Christ. The seed planted does not make you a Christian, it's the belief, and the showing your belief by the things you do afterwards that makes you "Christ like".

We are born again the minute we are baptized. I mean Christians. When we are baptized, then a new life flows into our blood. We are filled with hope and love life more than we did when we were not Christians. I got baptized 10 years ago (I was 30 years old then) and I haven't regretted for one minute that I am a Christian. Although life is tougher for the Christians than for the non-believers.
We are born again of the water and Holy Spirit. We are immersed in water and then receive the baptism of the Holy Spirit.

When Christians speak of being BORN again, not conceived again, they mean, baptizing one in water to purify the soul, like John the Baptist did for Christians of that era, he even baptized Christ Himself.

For that, you kinda have to go the analogy Jesus gave of a farmer's crop. The farmer sows the seeds of faith in people. Therefore, the conception of a believer is when they begin to think more deeply about Jesus.
