I will like to introduce myself and express my interest in learning their language and culture. Meet people that is willing to teach and show you the how things work in that place.
But answering your question, from my personal experience what I remember is that the first topics I started talking about were related to:
(1) grocery store,
(2) pharmacy,
(3) police and hospitals
(4) bank,
(5) rent a place,
(6) hook up services at your place (phone, power, heat, etc)
(7) public transportation
(8) questions about the city
(9) post office
(10) weather,
(11) mall, restaurants, movie theaters, etc

Thank you is always the first - 'coz it will be used over and over again for all the natives that speak english and are kind enough to help me!

Next are all the names of the basic items I might need on a day to day basis (like food names - since some places do not have translations on their menus, and places like the restroom - 'coz if you ever really need it and can't find anyone who speaks your language to tell you where it is.....you're in deep trouble!)

After that it's pretty much whatever topics you're most interested in.

Greetings, like hello, goodbye, how are you, thank you, etc.

Where is the...? questions so I can find the bus, train, airport, bathroom, restaurant, hotel, etc.

My name is... What's your name? type of questions to be friendly. People will make the effort to speak English with you when they see you are trying to speak their language.

And phrases for ordering food at a restaurant. "I want..." and you can point at something. Or "How much is the bill?"

Also good to know how to say "I love you" and "Help". :-)
