There's a difference between paying attention to someone and stalking them. Paying attention is flattering. Stalking is plain-@$$ scary.
So to answer your question... Turn-off.

A bit flattering at first. Then a turn off when it gets out of hand.
Especially when they try to ruin a date between you and the person you actually "like".
