Comets that are moving in an elliptical orbit around th sun travel at much faster speeds than the Earth.
The comets are space rocks that are mainly rocks and ice. The proximity to the sun and the lack of gravity causes some of the debris from the comets to jettison off and become water vapor in space due to the extreme cold temperatures of space vacuum, the vapor creates a trail for a short while.
The Earth, though, is orbiting the Sun at a much slower pace and does not give off debris or water like a comet does. Gravity tends to keep everything in place on the Earth, as well as the atmosphere.

Because the Earth runs on an older form of technology than comets. Comets have jet engines.

It has nothing to do with speed. The earth is a lot more massive than any comet, so it has sufficient gravity to keep its atmosphere and oceans in place.

There's a thing called the atmosphere that prevents water vapour from escaping into space. Very minute amounts of water do escape but not enough to leave a vapour trail.

because the earth is not moving as fast as a comet does. compared to a comet the earth is moving very slowly.
