Get some skills first. Girls only like guys with skills, ya know, like bowhunting skills, computer hacking skills...sorry had to throw that in. :)
At your age, the mall is always a good idea. Or just anywhere you go. If you're shy, try to make eye contact and hold it with cute girls you see, and she keeps it too and smiles, tap her on her arm as your passing her(from the side; don't get in her face. It's confrontational) and tell her that you had to stop her and talk to her because she looked unbelievably cute. I know it sounds too easy, but it works.
If you're scared of approaching girls like that, warm up by just starting conversations with people in stores or on line in the food court.

Don't look for love. Let love find its way to you. And if you aren't serious enough in a relationship, stop it and don't break hearts anymore. Just wait for the right person for you. Don't look for her. Take care! :)
