Don't be shy. Tell him you love him before he has the chance to be romantic. You set the stage.
Try a little something different. Put on that sexy outfit. Wear those high heel pumps you've been saving in the closet.
Take him out on a date and you pay for dinner.

My partner also tends to turn my romantic gestures into jokes, which I have found very hurtful in the past. For a while, I stopped trying because I was tired of being laughed at... it created a very sore spot!
First things first, try to stop deflecting his attempts! It's like learning to take a complement, just smile and say "thank you" if you don't know what else to say. And if you can't show your appreciation in words, show it with deeds.
Make him dinner, give him a pedicure, scrub his back in the shower, be the one to clean the grill after a cookout... There are a lot of ways to show you care!

It doesn't have to be sappy or overwhelming. When you are close to him, especially in a crowd, just look him directly in the eyes and smile. Touch his hand when you walk past. The sense of touch is the most needed sense of every human being. A smile across a room is like sharing a beautiful secret.

All I could tell you is to not turn his romanticism into a joke. he probably doesn't think you're serious, and you want to show him you're ready to be in a relationship with him. Even little things make a big difference.

I was very shy when I was dating my husband,not teenagers either.I would try sitting a little closer to him.I also like cards because they let me say stuff I couldnt. Just be yourself and all will fall into place.Good luck.

maybe you could express yourself better in a poem, or a latter or a peice of art. dedicte it to him and then brace your self and say that he really means a lot to you and that you love him. then you will be SO happy it's over and you acually said it. youi can relax! lol
