An infected feather follicle.

Whilst it is not serious at this point the feather should be removed and the open follicle cleaned with alcohol. I don't suggest you attempt this yourself unless you are prepared for the defense of the bird.. biting!
Your Avian vet is the best source for treatment of this problem, But if a vet is not an option wrap the bird in a towel leaving 1 wing exposed. Grip the feather with Spencer wells or very good scissor type tweezers and remove, Clean with alcohol swab or betadine solution repeat on the other wing. release the bird into the cage and place a cloth over the top and place it in a dark room to recover from the stress for about 1 hour.

Keep an eye on the wounds so thay they remain clean and heal.

How old is the bird? It is possible that it's just a baby and that the knots are actually the bones at the joints and will muscle out with proper exercise.
If it really concerns you, then I suggest that you take the bird into a Certified Avian Vet to have it checked out. (I do recommend a vet check right away for a new bird anyhow)

It sounds like an ingrown feather. This will need vetrinary care. Find a vet and have them check it out.
