Two main reasons;
First, men have been terrified into being "gentlemen," and have no idea anymore when it is appropriate for us to make a move, and that you will shut the dorr forever if we move too soon.
Second, by letting the woman make the move, we are in the driver seat, having more control over the situation. It's fun to be pursued.

If you'll quit - he'll eventually make the move. Men are suppose to be men and take a leading role. Women need to do a better job of training them.
