Downloading copyrighted material without expressed permission is illegal. This means that anywhere you download music "free", if it is copyrighted, it is illegal to do so.

There ARE some websites that offer free sample songs, and some independent and new artists who offer some of their recordings free. You can find these with a websearch.

However, you won't find most popular artists or music offered like this. Your best bet is to subscribe to one of the music downloading programs.
