It depends on if it is done a lot. There is no set number. It's really a judgement call. Lies are told by everybody to various extents for various reasons, some good and some bad.
As an analogy, if I play one game of golf, does that make me a golfer? Well, perhaps compared to someone that has never golfed, but I sure wouldn't be considered a golfer by anybody who regularly golfs.

One lie makes you a liar, because you have to keep adding more lies to keep from being found out on the first one.

It mostly seems to be intentionality. If you embrace intending to mislead people, then you are a liar even if you never have lied. Like looking on a woman to lust after her, you have already committed adultery in your heart, or He who hates his brother is a murderer.

Actually, thinking about telling a lie, makes you a liar. According to the Bible, if you play it out in your mind, it is the same as if you did it. Then if you go ahead and do it, you've done it twice. Guard your mind.
