I'm at a loss regarding my neighbor in my condo complex. We both own our properties, so moving to another location is not easily done.

He lives on the floor below me and regularly blares music in the wee hours of the morning, always during the work week. He used to fight with his girlfriend, screaming and cursing at her, but they recently broke up. He now screams at, well, nothing. Last night after blaring music from 2-3 a.m., he turned the music off, starting screaming about gays, then said "Wake up, neighbor. Wake up." I'm fairly certain he is on drugs when he's doing this, so knocking on his door really isn't a good idea for me.

I've called the police on him three times in a couple months, but it doesn't stop. The condo management company says they can't do anything (apparently they fined him several times, but the problems continued.)

Any thoughts on anything else I can do, besides keep calling the police? The building is quiet and safe otherwise.

I hope that there is an active and capable condo-owners association in your complex. Because he owns his condo doesn't give him the right to violate the covenants and regulations established by the condo association. This issue should be brought up to them along with documentation of the police visits. There should be policies and procedures in place to deal with this issue.

If there is no condo association- it's time to organize one yourself.

Not much really. You could sue him for disturbing your life, claiming all sorts of things happening to you as a result of it. You could try to become his friend and find out what's going on. You could call the police every single time hoping this will either get to him or the police and they'll do something about it. YOu could sell your condo and move elsewhere. I feel for you. Having a bad neighbor when you own your own place is a nightmare. I don't think I could live with this situation either.

There should be laws protecting you from this type of harrassment. You have filed complaints with the police and the condo association informed they have sent him complaints as well. You either demand that they do something about the disruptive tenant, or move. There is no other choice for you unless you intend on having a confrontation with the neighbor. Keep calling the police , you need to keep a record of these events. If possible you should tape this guys ranting so that someone on the condo management company can hear exactly how he behaves. If you pay fees to this management company I would insist they take more active action or threaten to involve a lawyer and possible lawsuit action, no one should have to live like that!!

First, check with your other neighbors to find those that are also being disturbed. Then pool your resources and hire an attorney. You have the right to enjoy your property and he's interfering with that. Be sure to document all the instances of disruption for the lawyer.

I'd just keep reporting his butt to the cops and management and if they don't do anything then I'd go to the news. Local channels always have those investigative reporters that love to expose all types of businesses or management that's not doing it's job. I'd be careful of doing anything directly to him though. He sounds crazy and if he's on drugs then there's no telling what he'd do.

Sounds like he is doing this just to irritate you...If you just ignore it maybe he will get tired and just stop. In Proverbs 25-21&22 It says if your enemy is hungry give him food to eat if he is thirsty give a drink it is like pouring burning coals on his head..in other words he will hate kindness.
