The best place is going to be the high-end big name stores:

Cartier
Bulgari
Tiffany
Van Cleef & Arpels
Harry Winston

You can also look at the shops on 47th Street, but it is very overwhelming and the best way to shop there is to get a recommendation from someone as to an honest and reliable jeweler. Do your research and make sure you know that what you are buying is worth the price. There are also a lot of appraisers in that area, but some work with certain jewelers to set prices, so make sure you can use your own.

If you are truly looking for "high end" jewelry, Fifth Avenue in the 50's has the most expensive jewelers. Cartier is on Fifth and 52nd, Tiffany is on Fifth and 57th and stores inbetween. 57th Street off Fifth Avenue has some very expensive jewelers. If you aren't looking to spend this much, walk down Fifth Avenue to 47th Street and walk toward Sixth Avenue; this block has a lot of jewelers and diamond importers. Another good area is in Chinatown - Canal Street near Broadway. Try the Canal Jewelry Center.

47th Street is the diamond district. It's right off of Avenue of the Americas. If you don't find anything you like there, go to 57th Street. Plenty of jewelry sold there.
