Why wouldn't they want you to paint paneling...sorry but its so ugly. Would they allow wallpaper?? You can cover paneling with wallpaper and it doesn't look half bad. Otherwise, fabric tacked onto it is going to be your best bet to cover it.

It tells how they hid wood paneling with fabric; but sounds like a lot of work. What room it is?
Is the paneling on all 4 walls. Another thing you could do is hang curtain rods at the top (as close to the ceiling as possible and hang panels of fabric; you could just buy $1 a yard fabric and stitch a pocket to run the rod thru.
Or check thrift/second hand stores for curtains.
Or if that is too much trouble, buy cheap fabric, get a staple gun and go to town.
Just have someone help you. Start in the top left corner of the wall and staple at the top for a few feet and then connect down the corner of the wall. (to make sure you have not pulled the fabric too much.

I have the same exact problem, though I don't even think the paneling is real wood. It already has lots of nail holes in it and has some tears as well. My apartment building has new owners and they are redoing all the empty units, so I think I am going to buy some wallpaper and just staple it to the wall since all they are going to do it take it out when I leave.

buy some fabric you like and attach it with push pins so it is temporary.
