Where the pressure line comes out of the pump inside there is a pressure releif valve. Use a magnet and pull out the valve. Now you will find a spring. The strength of this spring changes your pump output pressure. The weaker the less pressure.

why would you want to do that? They are designed to maintain a certain amount of pressure. Now if your getting back pressure and coming out of the cap then that's entirely a different problem. That could mean a clogged or pinched high or low pressure line , a problem at the steering gear. Or the pump itself is having issues. But please please don't go messing with it trying to reduce its pressures. You want to stop the pressure, cut the V belt off. Granted it will be a bear to steer but that's the safe way LOL.
