Abstinence only doesn't work because we are human beings with emotional and physical needs. Not everyone subscribes to the sex is a sin doctrines. So this is religious discrimination resulting in increase health risks to people. I say let Catholics charities refuse to distribute condoms as they wish but they should keep out of public funding, aide, and public education.
This from a recent study on the results in areas where abstinence only education has been soley used in the US:
"Down in the heart of the Bible Belt, all isn't going as planned regarding getting everybody to wait until marriage:
... For example, AIDS cases rose 27 percent for six Southern states - Georgia, North Carolina, South Carolina, Alabama, Mississippi and Louisiana - between 2000 and 2002. Whetten said such cases only rose by 11 percent during the same period in the entire Midwest.
A separate study found that North Carolina AIDS rates increased by 36 percent between 2001 and 2003.
"These six states are in a lot of trouble," Whetten said. "You're better off being born in Costa Rica or some South American countries than in Durham, N.C."
In addition, the nation's highest rates of chlamydia and gonorrhea remain in Southeastern states, many of which are plagued with high poverty levels, poor health care resources and low levels of health insurance coverage. ...
What is working? A program in Philadelphia that has young women practice condom use and roleplay negotiations for safe sex has shown measurable improvements in the rate of STDs in an at risk population:
... One year later, girls in the skills-based program were less likely than their peers to have an STD; about 10 percent tested positive, versus 18 percent in the general-health program and 15 percent in the STD-information program.
They also reported fewer instances of unprotected sex than girls in either of the other groups, and were less likely to say they'd had multiple sexual partners in the past 3 months. "

Because Catholics believe that men and women shouldn't have sex until they are married. Some believe that if two people have sex out of wedlock, and get aids or some sort of STD, then they deserve it (unless they got sick from a transfusion). I think this is outrageous, and that Catholics are looking at life in a perfect world when we don't live in a perfect world. We live in the real world, and they should take a long hard look at reality. Despite their beliefs, people are still going to go out and have sex without marriage, whether they like it or not.

It is Ok for Catholics to use condoms for prevention of sexually transmitted diseases. It is not OK to use them for birth control. Last time I checked, they work for both at the same time. Get your head out of the past. Things have changed, do some research at least. They criticized for distributing condoms that will lead to promiscuity... This has nothing to do with AIDS.

Judeo-Christian tradition has taught for thousands of years:
1. Single people should be celibate.
2. Married people should be faithful to each other (adultery is wrong).
3. Married couples should welcome God's gift of children and, therefore, artificial birth control was against the will of God.
If the world is going to ignore teachings about chastity (1 & 2), then why is the world so upset about teaching artificial birth control (3)?
People who are already ignoring the more important teachings about chastity (1 and 2) should have no problem ignoring the less important teaching of artificial birth control (3).
Even if a person infected with AIDS was to use a condom to help protect his or her spouse, condoms are not 100% effective (read the box) and the spouse may be infected and die anyway. A person who truly loves their spouse would not endanger them in this way.
In regards to sex outside of marriage, the Church makes it a practice not to tell people how to sin. Fornication with or without a condom is still fornication. Adultery with or without a condom is still adultery.

How do you draw this conclusion? The Church is simply saying that, if people limited their sexual activities to a marital setting, most of the societal ills associated with sexually transmitted disease would just go away. By distributing condoms, NYC is doing 2 things...1) recognizing the reality that people are having casual sex and 2) surrendering to that reality.
The Church is working to change the reality and in the process strengthen families and society in general.
To claim that condoms are a cure for abstinence is stupid and morally bankrupt. Welcome to the every club of like minded individuals. And God help us all.

Because Catholics understand that there are eternal consequences for our actions. Death is not the end...it is the beginning.
Abstinence is the teaching of God. As humans we cannot see what God sees, or love as God loves...it is beyond us. What we see as a "fix" is really doing more damage in the long run. It is doing damage to souls and to human beings as a whole. We are undermining the purpose that God created us for...which is to love and desire him.
By handing out condoms we would be going against the teaching of the Church which is the teaching of God. Birth control is wrong, it is not our place to stop life. You and I don't know what God's ultimate plan is...can't possibly see it...so we have faith and trust in him. We practice obedience...and that means even when the outcome is not obvious to us.
Anyway...there are plenty of other's handing out condoms to just about anyone and everyone...so why do other's care if Catholics continue to stand up for the truth?

Catholics also promote celibacy until marriage, monogamy during marriage, and no divorce. In their view, if you adhere to that faith, you run no risk of catching AIDS if you and your spouse are both virgins when you marry, you don't commit adultery, and the marriage is permanent. In a perfect world, I guess that this approach would work, but in reality, it is impossible to control the sexuality of such a huge population. It is completely unrealistic, and one of the main reasons why I left the Catholic church.

Because they, like all religions, refuse to accept the idea people are going to have sex, regardless of how much Jesus you throw at them. If you hand out condoms, you help people conveniently side-step the punishments for illicit sex: STDs and babies. Christianity is big into punishment, and they get all red-faced if their god's just punishments are avoided.
