Which program would be best (Other then Photoshop, I can't afford it) to make a color picture into black and white and then just have a rose look Red, but everything else black and white.

Most of the programs below will do this, you just have to know how to do it. Use layers. There are two easy ways of doing what you want.
1) Open the image. Copy the image to a new layer, then convert to greyscale. Set opacity at 50% or so (play with it) and use the eraser to erase the greyscale part over the color you want to keep.
2) Open the image as a layer, convert to greyscale, color in with pen tool or similar the areas you want colored.
Never work with an original image, always a copy.
