For UK forces it is frequently part of a series system, ie.
Hawker Hurricane, Panavia Tornado and now the Typhoon. All powerful weather events that blow away anything opposing them.

But its upto the companies mainly.

On 3 March 1819 an act of Congress formally placed the responsibility for assigning names to the Navy's ships in the hands of the Secretary of the Navy, and he and his staff still have that responsibility.
The aircraft designations are made by the companies that design and build them in coordination with the U.S. Department of Defense.

It depends on the country. I think it really boils down to some suggestions back and forth between the manufacturer and the military. The names may follow some published standard for the aircraft type, naming fighters after birds of prey, scout/recce helos after Indian tribes, whatever.

There is a naming committee in the Ministry of Defence. Also applies to ships etc.

Boring but true: The EH101 helicopter project should have been called the EHI01 (European Helicopter Industries 01) project, but someone mistyped it.

hmm dont know but love the fact their their all named after birds.

might be the same computers (6 of em) in the basement of the pentagon that names operations and such.
