The procedure for the attestation of certificates is firstly get attested by the Notary Public, preferably from your area, and then contact Ministries of Education and Human Resources (of India) for their attestations. Once you have done all these formalities, you can contact the UAE Consulate in Mumbai or Embassy in Delhi for their attestation.
I would suggest you to do this through a reliable agent to save your time.
